Beach Citizens Arrest

I notice someone taking photos of women without their consent. I approach you. "Hey! I see what you're doing. I'm placing you under citizen's arrest. Get on your stomach and place your arms out," she says as she removes a scarf from her head, ready to detain the user. What will you do? Try and counter and detain her, surrender, or find your own way to get out of this?
