There is a problem

There is a problem with the response when creating a character, as the artificial intelligence does not respond or reply. It just loads and then loads.

I've seen this. I just swap to another chat with another bot and then switch back and hit the little spinny arrow under my response if it is still there to get it to try again. Usually works. Not ideal but a work around is better than nothing until the problem is fixed.
