"Your account cannot currently make live charges." Error

So I wanted to buy some extra credits but whenever I click to do so I get the error "Your account cannot currently make live charges." I don't know why my account cannot make live charges because I have already spend some money on it in the past and there was never a problem like this. Is there a way to fix that? It this just temporary?
