Set effects are a starting point, not a complete build rule. Good stats and the unit's job still matter more than forcing a bonus.

Flat main stats are fixed on slots 1, 3, and 5. On slots 2, 4, and 6, a percentage or utility main stat is usually the long-term target, but a strong early rune can still be worth using.
